As per en:Wikipedia:Public_domain#U.S._government_works, I believe this piece to be in the public domain. Furthermore, close examination from the text does not reveal any copyrights for "Okinawa: The Last Battle".

The foreword of which states that the entire piece - "Okinawa: The Last Battle" was developed and completed by U.S. Army personnel, acting in their official capacities.
