Berbeda dengan panser impor, penggunaan kendaraan lapis baja untuk angkatan perang buatan bangsa sendiri ini akan sangat menentukan kekuatan yang tidak bisa ”dibaca” negara asing.

Badan Pengkajian dan Penerapan Teknologi (BPPT) bekerja sama dengan PT Pindad telah mewujudkannya dengan hasil rancangan panser pada 2004. ” Impor teknologi pertahanan dan keamanan (hankam) oleh suatu negara memudahkan bagi negara lain untuk ’membaca’ kekuatannya. Itulah alasan pentingnya membuat sendiri panser maupun teknologi hankam lainnya,” kata Deputi Pusat Teknologi Industri Hankam pada BPPT Joko Purwono, Selasa (20/1) di Jakarta.

Sejak awal Joko terlibat dalam perancangan panser yang masih menggunakan mesin merek Renault dari Perancis. Semula pembuatan panser ini ingin mengandalkan mesin produk PT Texmaco untuk memenuhi kriteria sepenuhnya sebagai produk dalam negeri. Namun, itu gagal akibat perusahaan yang bersangkutan kemudian bermasalah.
