Many of the files remaining in Category:Media missing permission as of 12 August 2025 have been previously kept, or have a history that doesn't justify the no-permission tag. Perhaps some or many of them really lack permission, but I think they shouldn't be mass deleted without further discussion. Perhaps this DR should be split into more reasonable batches, or ever procedurally kept.
