Polski: Uniwersał Tadeusza Kościuszki, Najwyższego Naczelnika Siły Zbrojnej Narodowej, zapewniający chłopom opiekę rządową, wolność osobistą (możliwość opuszczenia wsi po wypełnieniu zobowiązań), nieusuwalność z ziemi o ile wypełnili świadczenia na rzecz dworu, zmniejszenie pańszczyzny, a chłopom będącym w wojsku powstańczym jej zawieszenie na okres powstania. Polecano organizować dozory, mające nadzorować wprowadzenie uniwersału w życie. Uniwersał został ogłoszony 7 V 1794 r. w obozie pod Połańcem, druk pochodzi z 30 V tego roku z Warszawy.
